Why does the library have more than 1 way to request material from other libraries?

Our circulation software comes with a built in requesting function which we have branded as Novanet Express. This is the primary method for requesting books within the Novanet consortium of Libraries (Academic libraries within Nova Scotia, plus Mount Alison University). This service is limited in scope as it is only available for items that are in our online catalogue. Materials can be requested via this method directly within the catalogue.
We use a second online service called Relais which is a much better tool for requesting articles or chapters (pdf's, photocopies, etc.), as well as books, and allows us to easily search for and bring in materials from across the country and around the world, when requested (charges may apply for international requests). We brand this service locally as Interlibrary Lending (ILL). This service is now integrated with the requesting process for Novanet Express from an item record within the catalogue, but users may log in to this form separately when a catalogue search fails to turn up a specific, known item. This site requires the user to login to another system to complete the process.
